Property taxes are one of the ways the City collects revenue to pay for essential services, programs, and infrastructure in the community, including public safety, transportation and transit, recreation and culture, roads and sidewalks, parks and trails, and more. The amount you pay is based on the funds the City needs to provide municipal services each year, and your property's type and assessed value.
Access Your Property Tax Information
Property owners can view their tax transactions, balances, and billing summaries from current and previous years online at icity.cnv.org/PropertyTax.
- To access property tax information, you'll need your personal access code and roll number, which can be found on the top portion of your tax notice.
- To access utility account information you'll need your 13 digit utility account number and utility account access code.

Tax Certificates for City of North Vancouver properties are available through Access Point Information Canada, in partnership with BC Online and BC Land Title & Survey.

Commercial Property Owners: To change your mailing address please contact BC Land Title and Survey Authority (LTSA) directly at ltsa.ca/change-address or call 1-877-577-LTSA (5872). If you have a metered water/sewer utility bill, please also complete this form. The completed form can either be emailed to tax@cnv.org, mailed to or dropped off at City Hall.

Ways to Pay Your Property Taxes
Internet or Telephone Banking
Add a payee of North Vancouver - City - Property Taxes at your financial institution. Use your 9 digit roll number as the account number (you may need to exclude the decimal point). Allow three business days for processing your payment.
Mail
Mail in your payment by cheque. Make cheques payable to: City of North Vancouver. To avoid late fee penalties, cheques must be received by July 2, 2024 at City Hall (note that postmarks are not accepted as proof of on-time payment). Do not mail cash payments.

Financial institution
Pay by cheque, cash, or debit at your financial institution and keep your receipt as proof of payment.
City Hall Drop Box
Pay by cheque by dropping off your payment in one of the 24-hour drop boxes at City Hall, located at both the north and south entrances of City of North Vancouver Hall. Cash payments are not accepted in the drop box.
City Hall
Payments can be made in person at City Hall, Monday to Friday, 8:30 a.m. – 5 p.m. Payments can be made by cheque, cash, or debit.
*Credit cards are not accepted for property tax payments.
Please note that a 5% penalty will apply to any unpaid balance after July 2, 2024. An additional 5% penalty will apply to any unpaid balance after September 3, 2024. The City has no authority to either waive or modify these penalty amounts.
If your payment cannot be processed due to an error on a cheque, insufficient bank funds or a returned item you will be charged a return payment fee. Review the City of North Vancouver’s Fees and Charges Bylaw, No. 9000, Schedule A for details.
Programs to Assist With Your Taxes
Home Owner Grant
The provincial Home Owner Grant helps reduce your residential property tax. Learn more and apply for a grant by the tax due date directly with the province at gov.bc.ca/homeownergrant or call 1.888.355.2700 to learn more.
Home Owner Grants must be claimed by the tax due date to avoid penalty.
To apply for the Home Owner Grant, you'll need:
- Jurisdiction number (221) for the City of North Vancouver*
- 9 digit roll number*
- Social Insurance Number
* These numbers can also be found on your BC Assessment notice, which was mailed to you in January.
Pre-Authorized Tax and Utility Payment Plan
The City offers a pre-authorized tax and utility plan to make monthly pre-payments on your estimated bill. All 2024 tax and utility fees must be paid in full before enrolling in the 2025 Payment Plan. Learn more and apply at cnv.org/PrepaymentPlan.
Property Tax Deferment Program
The Property Tax Deferment Program is a low-interest provincial loan program that helps qualified homeowners pay their annual property taxes. Learn more and apply directly with the province at gov.bc.ca/PropertyTaxDeferment or call 1.888.355.2700.
Permissive Tax Exemptions
Application Deadline: June 21, 2024
Every year, the City receives applications from non-profit organizations that own land and qualify for tax exemption under the requirements of provincial legislation.
For organizations currently exempt from taxation under Taxation Exemption Bylaw 2023, No. 8990, to qualify for your 2025 Permissive Tax Exemption the City requires you to complete a Declaration Form.
The Declaration Form and a copy of your most recent annual financial statements must be received no later than Friday, June 21, 2024, in order to be considered for your 2025 permissive tax exemption. The completed form and financial statement can either be emailed to tax@cnv.org, mailed to or dropped off at City Hall.

Property Assessment Information
Your property assessment is based on the valuation of your property as of July 1 of the previous year. Assessments are made by BC Assessment, an independent provincial crown corporation that determines the values of all properties in British Columbia. Owners are mailed their Property Assessment Notice by December 31 of each year.
Impact of Assessed Property Values
The amount of municipal tax you pay is dependent on your property type and your property’s assessed value, as determined by BC Assessment. If your property’s assessed value varies from the average in its property class, your property taxes will either be higher or lower than the City’s average property tax amount.
From 2023 to 2024, the assessed value for the average residential property in the City increased by approximately 1%.

How Property Taxes Are Calculated
Property taxes are calculated by dividing the assessment value for your property by 1,000 and multiplying that figure by the tax rate established for your property class.
There are a number of factors that affect property taxes on a particular property:
- Changes in assessed value
- Changes in the City's property tax rate
- Changes in other taxing agencies' tax rate
Tax Collection for Other Agencies
The City is required by the Province to collect taxes on behalf of other taxing agencies, and in turn gives these taxes directly to them. These agencies include the Municipal Finance Authority, BC Assessment, Metro Vancouver, Translink, and the Province of BC (school taxes).
The City has no control over the amounts of these taxes, as the agencies determine their own rates based on their own budgetary requirements. In 2024, approximately 42% of taxes collected are on behalf of other agencies.
