The anticipated development process for the OCP amendment application is as follows:
In January 2024, QuadReal submitted the initial OCP Amendment application for the Capilano Mall site, which consisted of a range of preliminary reports and studies required to understand the existing site conditions, and facilitate discussions with CNV staff regarding the constraints and opportunities for the redevelopment of the site.
As part of Phase 2: Opportunities and Constraints, staff have reviewed the preliminary reports and studies and provided high level comments on these. This phase involved providing preliminary discussions on the following elements:
- Long Range & Community Planning;
- Transportation;
- Urban Design;
- Parks and Environment;
- Infrastructure and Servicing; and
- Lonsdale Energy Corporation.
QuadReal have since been working on refining their proposed concept to respond to the opportunities and constraints identified as part of Phase 2. The City has not provided any specific feedback or indication of support for any of the proposed concepts or community benefits prepared by QuadReal.
QuadReal plan to conduct preliminary public engagement to present the concept to the community, prior to formal submission of their preferred development option.
The applicant is hosting two Public Information Meetings to provide an opportunity for the public to learn about their initial design concept and provide feedback.
