Types of Council meetings
Regular Council Meeting
Regular Council meetings are where Council exercises its statutory responsibilities for governance of the City. These regularly scheduled meetings start at 6:00 p.m. in the Council Chamber at City Hall and are held in person and electronically (i.e. they are hybrid meetings which are live-streamed). They are open to the public except for those portions of the meeting that are closed, in accordance with the statutory requirements of the Community Charter.
Workshop Council Meeting
Workshop Council meetings are where Council and staff can engage in a more in-depth review and discussion of a given matter. There may also be consideration of regular items of a time-sensitive nature. These regularly scheduled meetings start at 6:00 p.m. in Conference Room A/B at City Hall and are held in person (i.e. they are not live-streamed). They are open to the public except for those topics that are closed, in accordance with the statutory requirements of the Community Charter. There are no Public Input Periods during a Workshop Council meeting. Workshop Council meetings may be subject to cancellation if there are no Workshop materials for consideration and discussion.
Public Hearing
The purpose of Public Hearings is to provide members of the public an opportunity to make representations to Council regarding proposed changes to the Official Community Plan, heritage designations or zoning bylaws, other than those zoning amendments dealing with a residential component of more than 50% of the development’s gross floor area, for which the Province has prohibited Public Hearings. Public Hearings are included as part of a Regular Council meeting agenda and governed by the provisions of the Local Government Act of BC.
Public Meeting
The purpose of Public Meetings is to provide members of the public an opportunity to make representations to Council regarding various issues and/or proposed changes that do not require a Public Hearing, such as a Development Variance Permit or Temporary Use Permit, or for processes where Council wishes to provide the public with an opportunity to be heard, such as for rate reviews for Lonsdale Energy Corporation. City residents can participate in the civic process of a Public Meeting that may affect their community, property, and interests.
