The Trails Development Application


Wall Financial Corporation has submitted a Development Application to review the masterplan associated with 'The Trails Future Phases' development. 

This development application requires an Official Community Plan amendment for the proposed height and density. This means that the City oversees a thorough review process that considers community benefit and alignment with the 2022-2026 Council Strategic Plan vision, the Metro Vancouver Regional Growth Strategy, and other City policies.

This process involves multiple stages of community engagement, technical review, and refinement before the application reaches City Council for consideration and a final decision.


Community Engagement

Engagement with community members and interest holders is key to the City’s review of this application, and is undertaken in different formats and stages. In the early stages, engagement is led by Wall Financial Corporation to seek early input and help shape their concept. As the concept develops and has been introduced to Council, City-led engagement takes place.

Developer/Applicant Led

Developer Information Sessions

An applicant-led session to introduce an upcoming or existing development application in its early design stages. The applicant gathers input through surveys, questionnaires, and direct comments. A summary report is submitted to the City and staff use this to request responses and changes to the application to ensure key community concerns have been addressed in the application. For 'The Trails Future Phases' development, details of the Developer Information Sessions are as follows.

  • Online Session:
    • Date: April 9, 2025 to May 21, 2025
    • Location (Online): thetrailsfuturephases.com
    • Report: A summary report will be available here following closure of the comment period on May 21, 2025.
  • In-Person Session:
    • Date: Wednesday, April 23, 2025
    • Time: 6 p.m. to 8 p.m.
    • Location: Queensbury Elementary School Gym (2020 Moody Avenue, North Vancouver)

Developer’s Public Consultation

This is a public forum where the applicant presents their proposal and community members can ask questions and share feedback. The forum is facilitated by a third-party and City staff are on hand to help answer questions.

A record of the discussion is submitted to the City for review. City staff use this information to request responses and changes to the application to ensure key community concerns have been address in the application.

  • Date: Summer/Fall 2025 (anticipated)

City Led

Public Hearing

A formal public hearing organized by the City and held in front of Council. Residents and interest holders can voice their opinions by joining the in-person hearing or through written submissions.

Both in-person and written submissions made during the public hearing period are considered by Council in making its final decision on the application. Visit the City's Public Hearing webpage for more information on the process.

  • Date: This typically takes place 3-6 months following the Developer’s Public Consultation, but could be longer.

Application Process

Initially, City staff assess the proposal’s alignment with existing policies and identify potential impacts. The application then undergoes public consultation, including information sessions and opportunities for community feedback. The developer is often required to revise their proposal based on input from residents and City staff (see Community Engagement section).

Throughout this process, the City conducts detailed evaluations to consider factors such as community benefit, traffic impacts, infrastructure capacity, environmental impacts, and housing needs. The proposal may go through multiple iterations, over several months or years, as concerns are addressed and refinements are made.

Only after this comprehensive review does the application proceed to City Council for consideration and scheduling of a Public Hearing, which ultimately approves or denies the amendment to the OCP. Council may also refer an application back to City staff to further address issues that arise at a public hearing. In this instance, additional public hearings may be required before a final decision is reached. This process ensures that OCP amendments align with broader community goals and reflect public interest.
